Be honest, not aspirational
The assessment only works if you describe the current state and not the target state. There are no right or wrong answers and a higher level may reflect states that bring risks or does not suit your context.

You can be at L4 in stakeholder communication but L1 in discovery. That is normal and revealing about where leverage is missing.
